Purpose:
The Licence to Grant or Renewal Allopathic Drugs service enables businesses to apply for a new licence or renew an existing one for selling allopathic drugs through the e-District portal. This service is designed for:
– New pharmacy/drug store owners seeking a first-time licence
– Existing licence holders needing to renew their authorization
– Businesses requiring changes in premises or constitution
– Retailers, wholesalers, or businesses dealing in allopathic drugs
Required Information:
Mandatory for Renewal:
– Existing Licence Number (for renewal applications)
Special Requirements:
– For Renewal: System auto-populates details in non-editable mode upon entering licence number
– For Change Requests: Details become semi-editable for Change of Premises or Change in Constitution
– Pharmacist Details: Requires qualified Registered Pharmacist/Competent Person information
– Schedule N: Must specify if you want to operate Schedule N drugs
Step-by-Step Application/Renewal Process:
1. Visit the Portal: Login to e-Sevai Tamil Nadu portal as Operator
2. Navigate to Service: Click Services → Drugs Department → DCA-401 Licence to Grant or Renewal Allopathic Drugs
3. Select Application Type:
– Licence Type: Choose Grant (for new) or Renewal
– For Renewal: Enter your existing Licence Number → details auto-populate automatically
– Apply for: Select Fresh Licence, Change of Premises, or Change in Constitution
4. Enter Business Details:
– Business License Type: Select Retail (Form 19), Wholesale (Form 19), or Both
– Constitution/Ownership Type: Choose from Proprietorship, Partnership, Pvt. Ltd., etc.
– Schedule N Operation: Specify Yes/No
5. Provide Applicant Details:
– Enter required applicant information
– Click Add Applicant to add multiple applicants
– Use Add Bio Data for complete applicant biography
6. Enter Firm and Address Details:
– Name of the Firm
– Complete address details (State, District, Taluk, Street, Door No., Pin Code)
– Type of Firm (Rented/Owned)
7. Provide Pharmacist Details:
– Enter Registered Pharmacist/Competent Person details
– Add Name, Qualification, Registration Number
– Click Add to include multiple pharmacists
8. Provide Storage Details:
– Specify if you have special storage accommodation
– Provide warehouse particulars if applicable
9. Enter Contact Details:
– Phone/Landline Number
– Primary and Secondary Mobile Numbers
– Email ID
10. Submit Application: Click Submit to generate application number
11. Upload Required Documents:
– Form 19 (Retail/Wholesale for appropriate schedules)
– Declaration Form
– Rental Agreement
– Property Proof (EC, Tax Receipt, Sale Deed)
– Residence Proof
– Authorization Letter or Board Resolution
– Pharmacy Council Registration Certificate
– Notarized Affidavits for Pharmacist and Tenancy
– Photograph
– Purchase Bills for refrigerator/AC/generator
– Blue Print of premises signed by licensed surveyor
– Supported formats: PDF, JPEG, JPG, PNG
– File size limits: Documents 200KB, Photos 50KB
12. Make Payment:
– Government Fees: ₹6000
– Service Charge: ₹2
– Total: ₹6002
– Click Confirm Payment
13. Download Acknowledgement: Click Print Receipt for acknowledgement

– Government Fees: ₹6000 licence fee
– Service Charge: ₹2 processing fee

After Submission:
– Application Tracking: Check status under Submitted Applications
– Draft Applications: Saved applications appear under Saved Application section
– Certificate Generation: Licence issued upon approval
– Digital Certificate: Downloadable from operator desk
Downloading Licence Certificate:
1. Check Status: Go to Check Status section
2. Enter Application Number: TN-XXXXXXXXXXXX
3. Click Search: View application details
4. Download Certificate: Click Download certificate link when status shows “Application Approved”
Important Notes:
– Renewal Convenience: Existing details auto-populate when entering licence number
– Change Requests: System allows semi-editable mode for premises/constitution changes
– Physical Submission: Must send hard copies of all uploaded documents to ADO office
– Document Templates: Download Declaration Form and Form 19 from portal links
– Validity Period: Licence valid for 5 years
– Verification: Certificate can be verified online using unique certificate number or QR code
– Qualified Staff: Must report changes in qualified staff within one month
– Business Changes: Licence valid for 3 months after constitution change unless fresh licence obtained
– Purchase Requirements: Drugs must be purchased from duly licensed dealers/manufacturers

– Form 20: Retail licence for drugs other than Schedules C, C(1) and X
– Form 20B: Wholesale licence for drugs other than Schedules C, C(1) and X
– Form 21: Retail licence for drugs in Schedules C and C(1) (excluding X)
– Form 21B: Wholesale licence for drugs in Schedules C and C(1) (excluding X)
